It does grow back but not thicker. Oh and when your friend plucks make sure he/she gets the whole hair follicle and not just the end because otherwise its just as bad as shaving.
If your friend wants to permanently remove facial hair i suggest electrolosys. Its expensive and hurts a little and takes a while but it guarentees that your hair will never come back.

no but it does gro back faster if you pluck try waxing if you can it takes longer to grow back if you pluck for uhh say ten yrs or less evantually your hair with thin out at that place your plucking belive i do it lol

When you bring blood to an area of the body, you strength it. so, when you pluck, initially, yes, the hair will grow back stronger. Then, if you keep plucking, you'll damage the follicle and the hair will grow weaker. Eventually, maybe not at all. But, it starts with hormones. So, if your hormones surge, you may get more growth. Laser is great. If you pluck, it will come out at the root. If you shave, your just cutting it at the thickest part, so when it grows out you're seeing a thicker part of the hair shaft. Facial hair sucks. You just deal with it the best you can...or laser it. Almost EVERY girl I know past 15 has something she wished wasn't there. Pluck away until you have the dough to laser. Waxing is just wholesale plucking but it can also be murder on your skin if you're sensitive like me.

No, but if she's young, probably. For girls who are starting to get a mustache, if that's what you mean, I wouldn't pluck, get an automatic razor or something, I bet that would work out, good luck to your "friend"
